What programming languages would you use for this example web development project?

If the client is a big corporation do it in J2EE.
If the client is a small co, do it in Golang and store scraped data in Blockchain to get right keywords in your portfolio.Comment

Do not reinvent the wheel, buy an off the shelf screen scraper software which does all the heavy lifting for you. Write some rudimentary C# web api to get data out of the database and bolt on a React front end. All of this can be done in a week if you have the skills.
