About this contract

A Housing Association in London is seeking a Senior Product Manager for a 9-month contract to focus on a series of data related projects and products.

As Senior Product Manager, you will lead the evolution of data initiatives from a series of individual projects into a scalable, user-centric Data Service. You will act as the strategic bridge between building physics (retrofit), cloud architecture, and our primary end-users: London's Boroughs and Housing Associations.

By defining a clear vision and roadmap, you will ensure our services are technically robust and deeply integrated into the wider retrofit ecosystem. You will play a pivotal role in identifying unique value-add, determining when to build in-house and when to leverage commissioning, partnerships, or industry collaboration.

Your mission is to ensure that data (from smart meter insights to property archetypes) is not merely collected, but transformed into actionable, adopted products (which can range from published datasets to interactive dashboards to data standards to tools). Your work will "turbo-charge" the capital's retrofit revolution, making Londoners' homes greener, healthier, and more affordable to heat.

To undertake all responsibilities listed below:

Technical Product leadership: Develop and maintain the product vision and roadmap for the Data Service, ensuring alignment with user needs, technical feasibility, and commercial viability. Products can range from published datasets to interactive dashboards to data standards to tools.
User-centred design & prioritisation: Working collaboratively with consortia management teams, delivery teams and delivery partners to identify internal and external user requirements. Lead the prioritisation of new datasets (e.g., smart meter data, thermal imaging, or stock data) based on their alignment with their value proposition and strategic constraints.
Landscape Mapping: Systematically map the ecosystem of retrofit, built environment, health, and energy datasets. Identify key providers across London and the wider UK
Define role: Engage and align stakeholders to refine their unique market position to determine our value add and the most effective delivery route. This includes evaluating whether to build bespoke products, buy off-the-shelf tools, publish open datasets, or partner with external organisations to unlock critical data outcomes.Experience

Data Leadership: Significant experience leading data-focused functions or products within a service-oriented framework.
Technical Literacy: A comprehensive understanding of the data lifecycle, including familiarity with cloud architecture, data governance (GDPR/DSAs), and analytics.
Strategic Influence: Proven ability to navigate complex, multi-stakeholder environments such as local and regional government, utilities, or large-scale infrastructure.
Commercial Delivery: Demonstrable experience delivering complex digital platforms, including evaluating procurement options, managing vendor relationships and external suppliers in line with governance requirements.
Agile Delivery: Be confident applying agile and user-centred design principles to solve public-sector challenges
