Role Overview

We are seeking an experienced Private Sector Housing Officer to join the Neighbourhoods & Housing team in Hackney. This role plays a key part in improving living conditions and management standards across the private rented sector, ensuring safety, compliance, and support for vulnerable residents.

Key Responsibilities

Inspections & HHSRS: Conduct property inspections under Part 1 of the Housing Act 2004 (Housing Health and Safety Rating System) and the Environmental Protection Act 1990.
Property Licensing: Assess applications for property licences (including HMOs), investigate licensing status, and monitor compliance with conditions.
Enforcement: Issue notices, orders, Simple Cautions, and Financial Penalty Notices. Prepare prosecution cases under PACE/RIPA guidelines and attend court or First-tier Tribunals when necessary.
Grants Delivery: Assess and process Disabled Facilities Grants (DFGs) and Minor Adaptations to support independent living.

Candidate Requirements

Qualifications: Degree or Diploma in Environmental Health (or equivalent housing-related qualification). Certified HHSRS assessor.
Experience: Proven track record in local authority private sector housing inspections, enforcement, and/or grant administration. Experience handling HMO licensing and complex casework.
Legal Knowledge: Strong working knowledge of the Housing Act 2004, PACE, RIPA, and statutory enforcement procedures.
Skills: Strong written and verbal communication, proficient with property databases, and a proactive, collaborative approach.
