Josh Toovey

Josh is senior research and policy officer at the Association of Independent Professionals & Self-Employed (IPSE), the representative body for the UK’s self-employed community, including freelancers, contractors, consultants and independent professionals. He is responsible for IPSE’s leading research into freelancing and self-employment that is used to champion the sector in government and across industry.

His research work has focused on issues such as the impact of IR35 reforms, late payment, financial wellbeing, the umbrella company market and underrepresented groups in self-employment.

This government (like the last) cannot settle on the self-employed, subjecting them to a never-ending, legislative merry-go-round.

We need contractors to answer 10 off-payroll working questions, to help us convince the chancellor it’s time for an IR35 fix – IPSE.

Government departments, taxpayers funding departments; and contractors making sure departments are secure -- all being let down by the worst ever performance.
