I've bumped your car for which I'm truly sorry. It wasn't my fault and I blame mass uncontrolled immigration but I am writing this note in the hope the guy that is watching me thinks I am leaving my contact details and registration. Sadly I'm not. Very sorry...

Unless new evidence came to light, or if the insurance company on either side decided they wanted a piece.
Bear in mind that compensation claims for car accidents are against insurance companies not individuals.
