    Count as public sector if its working for outsourced company on site?

    Public sector with all the hassle it entails....

    Do the rules still apply even if its working for the outsourcing company onsite at public sector place.

    i.e. Working for consultancy X who supply services to council Y on site.

    No. Your contract is private sector supplying public sector.

      You can still be investigated for IR35 with your private sector client.

      Im not convinced by the argument that working for a private sector client on an outsourced public sector contract means you're outside the scope of the 'off payroll' dogma but that's just my thinking.
