Only if they spell mosquitoes correctly 🚧I was an IPSE Consultative Council Member, until the BoD abolished it. I am not an IPSE Member, since they have no longer have any relevance to me, as an IT Contractor. In some cases, yes probably. Deliberately inflicting pain on children in their own garden does not seem an appropriate use... "you're being noisy so we are too".

Probably find the neighbors have history of annoying the people around them. The council did nothing but because these people had the audacity to do something the council are intent on punishing them.Always forgive your enemies; nothing annoys them so much.Comment

Total sympathy with the couple. Constantly squealing little bastards near us. Maybe their parents should exercise a bit of discipline.
