Surely "relocating to just over the Severn" would mean living in the middle of one of the bridges?
If we're going to be pedantic, then although the new bridge gets you to Wales, just over the Severn on the old bridge or anywhere further up and you're still in England.
There's not much chance of them winning to be fair, mind you UKIP look like they'll get a few representatives in the assembly which will definitely put the cat among the pigeons.

Of course, the "border" further up is the River Wye. So the first bit of land you hit on the old bridge is still England until you cross the Wye.
