      Excessive change control. Reckon betwen 50-75% of my job is taken up with change control related activities.

                Yes, unfortunately I cannot say the same about you as the toilet cleaner has at least some value while yours is nil or negative.

                    In my experience 'excessive' change and the obligatory change control occurs when planning hasn't happened, usually because useless managers don't think it is necessary.
