The decision was announced by Environment Department minister Lord de Mauley, who said that under Brussels directives, compulsory recycling systems were obligatory.
He said that by 2015, rubbish collections for every home must comply with the European Waste Framework Directive. This demands that families sort metal, paper, plastic and glass into separate waste bins. Unsorted general rubbish goes into a fifth bin.

An article on August 17, 2013 reported that, under the EU Waste Framework Directive, local authorities would be required to issue all householders with four separate recycling bins, and that weekly bin collections would be ‘axed’. In fact, while the Directive does enforce the separate collection of recyclates, local authorities can comply without requiring householders to use separate bins for four types of recycling, and are not barred from collecting waste weekly.
