    They are a body shop. They do not provide any ListX services. They only provide SC cleared contractors (to the best of my knowledge) as do many other (all of them) agencies.

    It sounds like you should talk to the legal eagles though as they can help you better than we can.
    The covenant sounds like it could be difficult for them to enforce, especially when it's 'worded wrong' (sic), but only a specialist lawyer can confirm.
