Can it be assumed that, exceptions apart, in general contractor rates have been flat for the most part of the last decade? But just trending over the last 5 years, please indicate if your rate has increased / decreased during this period.

2007 V
2008 V + 11% = W
6 months later
2008 W - 15% = X
Change contract
2010 X + 36% = Y
Change Contract
2011 Y - 1.5% = Z
9 months later
2011 Z - 10% (Current)
