Best guess is he won't resign yet because he generally doesn't give a fook about public opinion. He'll probably make one last attempt to get the tories onside with an explanation about whatever condition his child had that led him to have "special" needs for childcare. PM hinted at this yesterday. Failing that, he could still go later.Comment

This is basically another sign of Johnson being owned by Cummings or as someone else put it:
Boris Johnson allowing Dominic Cummings to make a public statement this afternoon is yet another demonstration of the two things that are making people so angry.
The first is that Johnson is obviously just a bone-idle and powerless meat puppet who doesn't have the authority to sack the unelected technocrat Cummings, who is clearly the real boss.
If Johnson had any real say, he'd have told Cummings that he's embarrassed the government and infuriated the public, and that he has to go in order to prevent public trust in the lockdown measures completely disintegrating.
But instead he's allowing this unelected creep to address the nation!
The second issue is that it's yet another demonstration that these lying Tory tyrants simply believe the rules don't apply to them.
The code of conduct for special advisers is that they "must not take part in political controversy" that they "must observe discretion and express comment with moderation" and that they "would not normally speak in public for their minister or department".
So the Tory response to this enormous "the rules don't apply to us" scandal of Cummings ignoring the self-isolation rules to transport the virus up to the north east, then repeatedly jaunting around the country, is clearly another demonstration of this arrogant "the rules don't apply to us" mentality.
Instead of Johnson forcing Cummings to apologise for this "the rules don't apply to us" mentality and resign, like he obviously should have, he's actually allowing Cummings to give a public demonstration of Johnson's weakness, and allowing him to publicly double-down on this extraordinary "the rules don't apply to me" stance.“Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.”Comment

While the kids may have ECHP plans, so are classed as vulnerable, they are not going to their schools as the schools are either closed or refusing to take them. Those who have external carers the parents are refusing to allow the carers in due to lack of PPE and the risk of killing their child.
Also why would you take an autistic child out of a familiar environment and on a long trip?
