    It wasn’t legislation tho - an executive order from the occupying military force, backed by big guns

    A better example would be proper legislation to remove Soviet symbols in Baltic States and Eastern Europe

    The Allied Control Council was the legislating body. It was a law. The process doesn't change the fundamental nature of the outcome.
