How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

Not to panic anyone, but the last two times that I saw ATMs down for a weekend was when
BCCI collapsed
Kuwait got invaded and all the Kuwaitis started pulling cash out en masse
However in those day they probably had no swift means of identifying which customers were suddenly facing losses so they closed the ATMs to everyone just in case.
P.S. Anyone want to borrow a fiver until Monday?
